: I make all my lowpoly models in qME, it has way better control over the vertics than any other program i tried. Its a pain in the ass to animate tho... so i do that in max2 (with bones pro) =). The only problem is to export the animations, it takes forever to export every frame... and the asc export plugin that someone made fucks up my models :(. They look all wierd... anyone up for programing a plugin that exports to .3ds?? hehe =)
: I haven't tried lightwave, so i can't really say anything about it... but for now my wote is on 3dsmax. (and qme :)
: Also a little note about Character Studio... yeah, its crap. atleast for lowpoly models.

Well, I don't know about LW or Truespace, but you don't really need a plugin for max character animation anyway.
I just make a skeleton by hand with primitives and link up the verts and presto! You have a ready to animate low poly model.
You can use IK or FK or both from there. Wotever you feel most comfortable with.
