Why not pin the feet to a reference object (like a box that represents the ground). The option to do so is in your Ik settings under Motion.
You can do this while using FK or IK I think - doesn't matter. Also you could try using a broken heirarchy with the thighs not being linked to
the hips at all, rather they would be in a second reversed chain with the feet as parents. I believe this is how Steed did the Male model anims.
